I was not a great historian but why was I unaware of William Penn, whom Thomas Jefferson, author of the Declaration of Independence, would call, "the greatest lawgiver the world has produced." I was simply amazed as I discovered the relationship between William Penn and the most celebrated and famous symbol of American Independence, the Liberty Bell. In fact, so influential were Penn's contributions to America's founding that our twenty-eighth President, Woodrow Wilson, said, "America did not come out of New England."
